mise bootstrap repos

Manage Git repositories from [bootstrap.repos]

A repository with uncommitted changes, a different origin, or something other than a Git checkout at its path stops apply and update before anything changes. Pass --skip-dirty to skip repositories with uncommitted changes and continue with the rest.
